Coordinate the day-to-day management of the program, its technical, communication, and fundraising activities.

The SEA-PLM Secretariat is housed at the SEAMEO Secretariat in Bangkok, Thailand, with dedicated staff from SEAMEO Secretariat and UNICEF EAPRO, Education Section.

Institutions and their responsibilities

Regional Steering Committee

  • Is composed of Core and Honorary members
    • Core members: the countries participating in the current assessment and technical advisory experts as co-chairs
    • Honorary members: Association of Southeast Asian Nations (ASEAN)/SEAMEO non-participating countries and key partners
  • Oversees all strategic decisions on technical, operational, reporting, and fundraising issues for the duration of an assessment cycle.
  • An annual committee meeting reports on the program’s progress and discusses the program’s model, funding, and activities.

 

The National Technical Teams (NTT)

  • Team members are appointed by the participating Ministry of Education and are responsible for
    • Implementing SEA-PLM program activities in each participating country.
    • Providing management of the SEA-PLM process at the national level and ensuring that all key partners are aware of SEA-PLM activities and their implications.
  • The team undertakes their different roles and responsibilities with the support of contracted experts and key partners on a country case basis.

 

The National Steering Committees (NCR)

  • Are established voluntarily in participating countries by governments and partners.
  • They
    • Oversee SEA-PLM's national implementation and funding.
    • Provide guidance and leadership to the NTT.
    • Play a vital role in supporting results to inform educational policies.

 

Key regional and global partners

  • The ASEAN Secretariat - Education Youth and Sports Division
    • Provided leadership and coordination.
    • Supported resource mobilization and regional collaboration.
  • The Republic of Korea (ROK) through the ASEAN-Korea Cooperation Fund (AKCF)
    • Played a critical role in supporting the commencement, preparation, and implementation of the main survey, including the generation and preliminary analysis of the regional datasets.
    • Contributed Korean expertise through the Korean Institute for Curriculum and Evaluation (KICE) and the Korean Education Development Institute (KEDI) in providing capacity-building programs to SEA-PLM participating countries.
  • The United Kingdom
    • Became an official partner of SEA-PLM in April 2025.
    • Through the UK Foreign, Development and Cooperation Office (FCDO), under the ASEAN-UK Supporting the Advancement of Girls Education (SAGE) program, co-led by the British Council and SEAMEO Secretariat, the UK provided critical support for data analysis and preparation of the regional report.

 

Main (External) Technical Support: Australian Council for Educational Research (ACER)

Served as the main technical provider responsible for designing, implementing, coordinating, training, quality assurance, and reporting of the regional results.

 

cApStAn (Belgium)

Provided linguistic quality control and translation services for the main survey instruments.

Funding

The program has mobilized substantial financial resources through the ASEAN Secretariat and the ASEAN-Korea Cooperation Fund, ASEAN-UK Supporting the Advancement of Girls Education, UNICEF EAPRO and the SEAMEO Secretariat, and Southeast Asian Ministers to promote the new strategic vision, pillars, model, and activities of the SEA-PLM program.

These partnerships are paramount in strengthening relevance and sustainability of SEA-PLM in fostering regional cohesion and improving assessment, learning, and equity in basic education in the region.

Financial support for SEA‑PLM was also provided by:

  • UNICEF Country Offices in the six participating countries, contributing essential resources for national implementation and coordination.
  • Governments and private‑sector partners contributing to the Global Education Thematic Fund, which plays a critical role in enabling long‑term, system‑wide programs such as SEA‑PLM.
  • UNICEF National Committees in Austria, Germany, Hong Kong, Japan, Korea, and the United Kingdom, whose continued support helps advance educational opportunities for children across Southeast Asia through UNICEF programming.
