Institutions and their responsibilities
RTI International
- Overseeing all sampling-related activities in close collaboration with IEA Hamburg Sampling Unit
- Advising the National Research Coordinators on all sampling matters for ensuring that the national sampling plans conform to the PIRLS standards.
National Research Coordinators (NRCs)
Implementation of all aspects of the study in their respective countries in accordance with PIRLS guidelines and procedures, including:
- Communicating with study partners
- Contributing to item development
- Conducting classroom sampling, data collection, and all scoring and data entry tasks.
- Provision of input throughout the course of the project
Expert Committees
- PIRLS 2026 Reading Development Group (RDG)
- Provides expert advice on the establishment of the PIRLS 2026 reading assessment:
- Updating the assessment framework
- Test development – periodic reviews of texts and items
- Participation in scale anchoring of PIRLS International Benchmarks
- Provides expert advice on the establishment of the PIRLS 2026 reading assessment:
- PIRLS 2026 Questionnaire Development Group (QDG)
- Participation in the development of the contextual framework and background questionnaires
- Education policy analysis and survey development
