- School and student sampling activities
- Advising the National Research Coordinators on all sampling matters for ensuring that the national sampling plans conform to the PIRLS standards.
National Research Coordinators (NRCs)
Implementation of all aspects of the study in their respective countries in accordance with PIRLS guidelines and procedures, including:
- Communicating with study partners
- Contributing to item development
- Conducting classroom sampling, data collection, and all scoring and data entry tasks.
- Provision of input throughout the course of the project

- PIRLS 2021 Reading Development Group (RDG)
- Provided expert advice on the establishment of the PIRLS 2021 reading assessment:
- Updating the assessment framework
- Test development – selecting passages and assisting with item development for PIRLS and PIRLS Literacy
- Participation in scale anchoring of PIRLS International Benchmarks
- Provided expert advice on the establishment of the PIRLS 2021 reading assessment:
- PIRLS 2021 Questionnaire Development Group (QDG)
- Participation in the development of the contextual framework and background questionnaires
- Education policy analysis and survey development
