Objectives
- Study the level of efficiency and equity of primary education systems, as well as changes in the achievement of these objectives in the countries concerned.
- Identify those factors influencing quality and educational equity that are applicable to primary education systems, schools, teachers, and students.
- Provide national policy makers in the Francophone countries with indicators for monitoring and mutual comparison.
- Contribute to the country-level development of national education systems and foster research through a knowledge community.
- Disseminate evaluation results at the national and international levels.

- All teachers in the schools that participated in PASEC 2019.

Students
- Grade 2: One classroom in each school and then 16 students in each classroom were targeted.
- Grade 6: At least 180 schools were targeted; one classroom in each school and then 25 students in each classroom.

- Two tests: language and mathematics
- One-to-one administration
- Around 30 minutes per test
