The TALIS Starting Strong 2024 report provides internationally comparable insights into staff and leaders working in early childhood education and care (ECEC) at two levels: pre-primary settings and settings for children under age 3. The report addresses activities and supports provided to children and their families, the aspects of ECEC work that staff value, opportunities for career progression, and sources of work-related stress. It also considers governance structures, oversight mechanisms, and job opportunities across the sector.

Overall, the results highlight the central role of ECEC staff in shaping high-quality environments for young children, while also revealing systemic challenges. Although staff report high job satisfaction and strong engagement with children, many experience persistent stress. Workforce shortages limit the delivery of quality ECEC and participation in professional development, despite clear needs—particularly for supporting children with diverse needs.

The findings offer an important evidence base for policymakers aiming to strengthen the ECEC workforce through improved working conditions and targeted training, so that all children can benefit from high-quality early childhood education and care.
